Dear Governor Brown:

The Comission has received your letter of June 16, 1982 concerning the motion for a stay of the low-power operating license for San Onofre Unit 2.

The Comission voted unanimously on June 24 to deny the intervenors' motion for a stay on the grounds that they had not shown that a stay was merited by the circumstances of this case. In particular, the Comission found that the intervenors had not made a strong showing that they were likely to prevail on the merits or that they would be I irreparably harmed by the operation of the reactor pending appeal.
