Grier, Director Docket No. 50-317 Office of Inspection & Enforcement License No. DPR-53 U.S. Nuclear Regulatory Commission Region I 631 Park Avenue King of Prussia, Pennsylvania 19h06

Dear Mr. Grier:

Per Environmental Technical Specification 5.6.2.a. please find attache LER 78 k3/hT.

The prompt (2k-hour) report of this occurrence was delayed by one day because of the marginal classification of this event as an unusual occur-rence. This event does not, meet any of the environmental impact criteria for an unusual occurence and probably is not of public interest due to the rela-ively low numbers of fish as compared to other reported occurrences.

However, this event has been classified as an unusual occurrence because of the relatively large numbers of this epecies impinged as compared to previous experience (only 1212 individual fish in 1273 ene hour collections from 1975 through 1977). Because of the nature of the event and time required to make a decision as to its unusual nature, the prompt report was delayed for one day.

Should you have questions regarding this report, we vould be pleased to discuss them with you.

Ve- truly yours, k /
