IDENTIFICATION OF DEFICIENCY: Welding arc strike on the bonnet of safety-relief valve 1KC836 in the Component Cooling Water System.

INITIAL REPORT: On August 21, 1981, Mr. J. Bryant of NRC Region II, Atlanta, GA, was notified of this deficiency by Mr. W. O. Henry of Duke Power Company, Charlotte, NC.

SUPPLIER AND/0R COMPONENT: The subject valve of this report is a 3/4" safety-relief valve (manufacturer's serial number TE-32930) manufactured by Dresser Industries, Alexandria, LA.

DESCRIPTION OF DEFICIENCY: A welding arc strike was detected on the bonnet of safety-relief valve 1KC836 during a pipe surface inspection. The blending of the arc strike into the valve bonnet resulted in a violation of minimum wail thickness requirements.

ANALYSIS OF SAFETY IMPLICATIONS: Had this deficiency gone undetected, the relief valve could have failed to open thus negating a portion of the system overpressure protection.

CORRECTIVE ACTION: Valve 1XC836 will b? repaired in accordance with Duke Power Company procedures (re: Nonconforming Item Report 12466).

In order to minimize the recurrence of similar deficiencies, Construction

. Training Procedures will be revised to inform crafts personnel, especially welders, of the consequences of arc strikes on system pressure boundary com-

ponents.
