Dear Mr. Giambusso:

Please refer to your letter of December 15, 1972 requesting additional analysis and other relevant information needed to determine the consequence of postulated failure of lines containing high energy fluids outside the reactor building for Oconee Nuclear Station. In response to this letter, we transmitted to you on December 29, 1972 a status report on the engineering review which is in progress. On January 18, 1973, we met with members of your staff to present the results of our analysis to date. This analysis showed that Oconee Unit 1 could be shut down safely a in the event that the hypothetical accident identified by your criteria j did occur. However, we are studying the possibility that modifications may be needed to meet the simultaneous imposition of the single failure criteria.

While we feel that the systems as installed are adequate for safe shutdown, j we agree to the following in order to permit the early licensing of Oconee Unit 1:

1 (1) By April 25, 1973, we will complete our analysis of the effects of failtire of lines containing high energy fluids exterior to the reactor building for Oconee Unit 1 including the rupture of the main steam lines or feedwater lines. As a result of our analysis, we will l propose appropriate modificatious to meet the new interpretation of Criterion IV of the Commission's general design criteria listed in l Appendix A of 10 CFR 50. Upon your timely approval of these modifi-I cations, we will proceed to implement them at the earliest possible I

date consistent with delivery of materials and with system reliability requirements. We would expect to complete these modifications no later than the completion of the first refueling.

(2) During the period of completing the requirements of Item 1 above, we 2 agree to conduct a surveillance program which will include a visual inspection of the areas of greatest stress in the high energy lines, the failure of which would not permit us to meet the single failure criteria. This visual e'xamination will be conducted once per shift.

y We will alco make visual examinations of the metal surfaces in these areas at intervals of approximately two months during selected off-peak load periods. It is not intended that the unit be shut down for these inspections. This inspection program will be implemented immediately following the first criticality and be terminated upon completion of the modifications outlined in Item 1 above. The details of this program will be submitted within 10 days following initial criticality.

(3) We will continue to look for interim measures which could reduce the consequence of a high energy line rupture and develop appropriate specific procedures for emergency action in the event of the postulated failures. Any interim measures and procedures that are found reasonable will be promptly implemented and continued until the modifications resulting from Item 1 are installed. A report covering these interim measures will be submitted to you by February 5, 1973.

i We assure you of our continuing dedication to a satisfactory resolution of i this matter, and understand that the above plan will clear Oconee Unit 1 for issuance of the operating license.
