Dear Mr. Moseley:

My letter of August 22, 1974, transmitted Oconee Nuclear Station Abnormal Occurrence Report A0-287/74-4, which concerns excess reactor coolant system flow indications on Oconee Unit 3. As stated in the Abnormal Occurrence Report, a comprehensive program was in progress to determine the true value of reactor coolant system flow. As a result of this program, it has been established thet reactor coolant systut flow is approximately 112.4% of design flow. These results iave been reviewed by the Station Review Committee and the Nuclear Safety Review Committee, and they agree that Oconee Unit 3 can be operated safely'at full power. Therefore, it is our intention to proceed to testing and operation at 100% full power as expeditiously as possible.
