Dear Mr. Keppler:

This is in response to a request f or information by your Mr. Williamo and Mr. Schweibinz concerning PSI's Mr. Frank Hodges' memorandum of June 16, 1977, (Reference DSN 0617770004) and potentially citable work referenced therein.

We have discussed the situation with Mr. Hodges, who was then PSI's QA Manager, Mr. Robert Peterson, who was PSI's Site QA Construction Superviccr and Mr . John Cof fman, whn then worked for Mr. Peterson. These individuals state that, to the best of their memory and belief, the primary concern expressed in Mr. Hodges' memorandum was one of getting Purchase Orders issued from PSI to Newberg and from Newberg to its subcontractors. The work which was then underway by the Newberg subcontractors consisted of development of their QA programs, QA procedures and work procedures. All work was undertaken in accordance with QAPN-7, Rev. I and Specificction Y-2722. Such procedures were to be submitted within six (6) weeks of Pur-chase Order issue. A copy of Field Corrective Action Request No. 16, pre-pared by Mr. Coffman, dated April 1, 1977, to this effect is attached for your information.

On April 13, 1977, Mr. Peterson wrote to G. K. Newberg noting that con-tinued development of procedures under the controls noted in FCAR 16 was acceptabic and further stated that no additional work would be permitted without the appropriate Purchase Orders. A copy of this memorandum (Ref-crence DSN D413775003) is attached for your information.

To the best of PSI's information, knowledge and belief, no other activities occurred prior to issuance of Work Orders. In summary, the concern ex-pressed by Pr. Hodges in his June 16, 1977 memorandum was one of motivating the issuance of purcha,e documents issued for Newberg and its contractors; no safety related work other than approved procedure development occurred during this period.
