Dear Mr. Keppler:

This is in reference to Public Service Company of Indiana, Inc.'s (PSI) letter of April 15, 1983, SVP-0084-83.

In regards to the anticipated completion date specified for Item II, I am notifying you that an extension is required for completion of the activities identified in this item. The following is an explanation for the delay in. completing the activities, a status of the activities to date, and a revised anticipated completion date. Please note that the commitments are not being altered, but the anticipated completion date is being extended.

Item II requires a final inspection of the 1,288 cable tray hangers which were installed prior to April 15, 1983. To date, the electrical contractor's quality control inspections have been completed on 705 electrical installation travelers (705 hangers). The impact of numerous activities relating to timely completion of the hanger inspections was not anticipated at the time of restart. The activities that presented the major impacts are discussed in the following material. The electrical contractor, Commonwealth-Lord Joint Venture (CL-JV), prepared Nonconformance Report #1390 on January 28, 1983, to identify nonconforming conditions relating to the electrical installation travelers (EITs) for the 1,288 cable tray hangers. The disposition to the nonconformance report required that the EITs be reviewed by CL-JV Engineering and that incomplete items be transferred to new EITs prepared in accordance with CL-JV Procedure QWP-C42. This activity has been completed for the entire 1,288 cable tray hangers. CL-JV Procedure QWP-C3 was required to be utilized for clarification of some of the reinspection activities. This procedure required revision on May 5, 1983, which impacted timely completion of the inspection activities. Corrective actions required by CL-JV MCAR-018, hO G

. SERVICE INCHANA Mr. James C. Keppler July 6, 1983 relative to training and release of personnel to perform work on safety-related activities, resulted in delays for availability of quality control personnel.

At the present time, the related procedures, documentation, and personnel availability problems have been resolved and actions are being accomplished to complete the required inspections of the remaining 583 cable tray hangers.

It is anticipated that this activity can be completed within four (4) weeks, with a completion date of August 5, 1983.
