SERVICE INDIANA

- S. W. Shields Senior Vice President.

January 18, 1984 Nuclear Division SVP-0069-84 Mr. Harold R. Denton, Director Docket Nos. STN 50-546 Office of Nuclear Reactor Regulation STN 50-547 U. S. Nuclear Regulatory Commission Construction Permit Nos.:

Washington, DC 20555 CPPR - 170 CPPR,171 Marble Hill Nuclear Generating Station Units 1 and 2

Dear Mr. Denton:

1-On December 30, 1983, the Board of Directors of Public Service Company of Indiana, Inc. (PSI) suspended construction of its Marble Hill project.

Construction-related activities at the site have been stopped, and the tota 1 site work force has been reduced from approximately 8,000 to less than 1,000 at this time.

On January 16, PSI notified its partner, Wabash Valley Pcwer Association (WVPA), that PSI could not proceed further with the construction of Marble Hill. These actions have been taken due to the company's inability to finance the project.

. Safety-related activities in the areas of design, engineering, and construction have been suspended, and PSI is currently putting together elements of its existing programs to cover retention of records and maintenance of material and equipment.

PSI will inform the NRC as soon

-as practicable of the controlling elements of that portion of its Quality Assurance program and requests that NRC ins'pect only those areas.

PSI will hold in suspense but not process any outstanding 10CFR50.55(e) items,- NRC bulletins, circulars, generic letters, or information notices.

PSI will maintain in place a mechanism to report to you any additional items covered by 10CFR50.55(e) as they relate to the current status of the project.

PSI requests that NRC issue the Draft Safety Evaluation Report as it now stands so that there is a benchmark for the licensing review process which has occurred.
