Dear Mr. Keppler:

This is to confirm the commitment made by Public Service Indiana during a teleconference between me and members of my staff and Messrs. Knopp, Little, Love and Schapker of your staff on April 14, 1983. These commitments were made relative to my earlier request to resume electrical cable tray hanger installation under the conditions outlined in your Confirmatory Action Letter of February 3,1983.

I. It will be verified that only Category I material supplied by CL-JV has been erected in the hangers installed to date by:

A. Verifying that all CL-JV supplied material identified on the installation drawings has a corresponding heat number recorded on the Electrical Installation Traveler (EIT).

B. Verifying that the heat number recorded on the EIT is on the list of material heat numbers previously verified to have been purchased as Category I material.

C. Inspecting any hanger part in the field when a discrepancy of heat numbers is found.

D. Generating an NCR if the part in the field cannot be verified as Category I material.

E. Verifying that the material is Category I or replacing the material through the dispositioring of the NCR. If NDE is performed as part of the disposition,'the method employed will be submitted to Region III.

- The above activity through disposition of any NCRs generated is anticipated to be completed within 60 calendar days after restart. The' resident inspector will be apprised of the progress of this activity.

II. The final inspection of the 1,288 hangers installed to date is in various stages of completion. The following is a good approximation:

98% inspected for welding 90% inspected for location-40% inspected for configuration It is anticipated that the remainder of these inspections can be completed within 60 calendar days after restart. The resident inspector will be kept apprised of the progress of this activity.

(Note that bolted cross-members will be verified as to configuration -

after tray installation.)

i III. The approximate 500 NCRs existing against hangers installed to date are in the process of being reviewed for adequate description and appropriateness of disposition descriptions. It is anticipated that the remainder of this effort as well as the implementation-and verification will be completed within 90 days after restart. The resident inspector will be kept apprised of the progress of this activity.

IV. In the future, the time between installation of a hanger and final inspection will be within 10 working days with any exceptions duly justified. This activity will be monitored through surveillance and auditing activities and information from these reports will be supplied to the resident inspector. (The only exception would be for bolted cross-members identified above.)

V. PSI will assure that the backlog of inspections and NCR dispositions are kept within reasonable and manageable bounds.

VI. All CL-JV material remaining within the power block will be verified and appropriately stamped prior to the resumption of cable tray hanger installation.

VII. PSI will verify through its surveillance program that CL-JV crafts-are trained before performing activities under the CL-JV procedures.

I would renew my request that PSI be allowed to restart the installation of. electrical-cable tray hangers. A future request will be made to restart the remainder of the electrical installation activities.
