RII:AKH 50-348/78-32 This refers to the apparent deficiency in the subject inspection report which states:
Technical Specification 6.2.2 states in part that the facility organization shall be as shown on Figure 6.2-2.
Figure 6.2-2 shows the Maintenance and the Instru.)ent and Control Supervisor reporting to the Operations Superintendent.
Contrary to the above, a recent organizational change created a !!aintenance Superintendent position with the Maintenance Supervisor and the Instrument and Control Supervisor reporting to the Maintenance Superintendent.
A proposed Technical Specification change to update the facilit, organi-zation was reviewei by the PORC and the NORB, and was submitted to the SRC on November 15, 1978. Currently, the Maintenance Superintendent does not parti-cipate as a voting member of the PORC nor does he approve safety related pro-cedures.
He will not perform these functions until an approved Technical Specification is issued allowing him to do so.
In the future organizational changes conflicting with what is stipulated in the Technical Specifications will not be made.
We do not consider any of the information in the subject report proprietary.
