Dear Dr. Baker:

SALEM GENERATING STATION NPDES PERMIT NO. NJ0005622 VIOLATION OF EFFLUENT LIMITATIONS In. reply to your letter dated April 9, 19 81, and received April 13, 1981, this letter is an explanation regarding the violation of effluent limitations for Discharge No. 487B at our Salem Generating Station.

The non-compliance consisted of a violation of Fecal Coliform iri excess of 400 N/100 ml and BOD in excess 45.0 mg/l. Fecal Coliform reached a maximum of 28,600 N/100 ml on January 14, 1981 and BOD reached a maximum of 116 mg/l on January 20, 1981.

During this period, our replacement Sewage Treatment Plant was undergoing startup operations and testing per NJDEP Permit No. S0-2-80-5899. The high Fecal Coliform concentration is attributed to the underground rupture of the chlorination system.

Attempts at batch addition of chlorine were unsuccessful and a temporary feed system was installed in the interim until permanent repairs could be affected. Improper balancing of flow between the two Sewage Treatment Plants created the violation of BOD effluent limitations.

The impact on the receiving waters is considered to be negligible in this situation.

When the high Fecal Coliform concentration was detected, an immediate investigation was undertaken by our licensed operator.

non-compliance. Startup problems should not occur again and station operators have been instructed in evaluating abnormal situations.
