Box 424 Trenton, New Jersey 08625-0424 PSE&G SALEM GENERATING STATION CASE NO. 98-06-12-0758-23 SUPPLEMENTAL DISCHARGE CONFIRMATION REPORT Per the Discharge Confirmation Report submitted on July 9, 1998 (LR-E980332), PSE&G is submitting this supplemental report on corrective measures to be taken to reduce the potential of future occurrences. As discussed in the Discharge Confirmation Report, PSE&G discharged approximately 16 ounces of No. 2 fuel oil to the Delaware River. The discharge was from the Salem Generating Station oil/water separator (OWS) outfall, DSN 489. PSE&G has now completed an internal review of the events related to this discharge. This internal review included recommended corrective actions. Enclosed are supplemental pages to the original Discharge Confirmation Report of July 9 with these corrective actions listed. DISCHARGE CONFIRMATION REPORT

         '**                  CASE NO. 98-06-12-0758-23 CORRECTIVE; MEASURES:

The following corrective actions are being implemented: (1) Engineering Design will redesign the OWS inlet chamber to minimize turbulent flow conditions prior to fluid entering the OWS. (2) Maintenance Services will track completion of soil erosion control methods in the yard area inside the security fence west of the OWS. (3) Engineering Design will provide adequate OWS venting mechanisms in accordance with vendor recommendations. (4) Maintenance Services will develop a comprehensive maintenance procedure for the annual OWS cleaning and the periodic coalescer packs cleaning. (5) Maintenance Services will procure equipment required to satisfactorily perform cleaning of the OWS, catch basins, skim tanks, and building sumps. (6) Engineering Design will provide adequate manway access to the OWS downstream of the parallel plate coalescers. (7) Engineering Design will redesign OWS access platforms. (8) Systems Engineering will create recurring tasks to clean building sumps, skim tanks, and yard catch basins. (9) Maintenance Services will provide training to all maintenance personnel on detergent and solvent usage upstream of the OWS. (10) Environmental Licensing will initiate remedial activities or maintenance based on videotape of yard piping upstream of the OWS. (11) Chemistry will revise applicable procedures to require both OWS tanks are in service simultaneously, with both inlet valves fully open, during normal operating conditions, and require inspections of sorbent material used throughout the OWS system. (12) Engineering Design will provide insulation to OWS sump pump discharge lines. (13) Engineering Design to evaluate reactivating the skim tanks in order to allow the settlement of solids and adequate retention of oils.
