NJ0005622 for the month of August, 1986.

This report is required by and prepared specifically for the E nvi ronment al Protection Agency ( EP A) and the New Jersey Department of Environmental Protection ( NJDEP) . It presents only the observed results of measurements and analyses required to be performed by the above agencies. The choice of the measurement d e vi c e s and analytical methods is controlled by EPA and NJDEP, not by the company, and there are li mi t a t i ons on the accuracy of such measurement d e vi c e s and analytical techniques even when used and maintained as required. Accordingly, this report is not intended as an assertion that any instrument has measured, or any reading or analytical result represents, the true value with absolute accuracy, nor is it an endorsement of the suitability of any analytical or measurement procedure.

. NJPDES Report 9/25/86 Explanation of Exclusions l August, 1986 The following exclusions are included in the attached report and explained below. Exclusions have not endangered nor significantly impacted public health or the e nvi ronme nt.

DMR NO. EXPLANATION 481 TRC - Chlorination rate reduced immediately to decrease TRC values.

483 COD - Specific cause of elevated value is unknown. No abnormal plant conditions are known to have existed. Due to the short "in pipe" time for this sample (2 mi nut e s) ,

simultaneous influent / effluent sampling is being conducted to eli mi na t e the influent water quality as a factor.

- Explanation of De vi a ti ons August, 1986 The following explanations are included to clarify possible

, deviations from permit conditions.

General - The columns labeled, "No. Ex.", on the enclosed DMR, tabulate the number of daily discharge values outside the indicated li mi t s.

Data reporting and accuracy reflect the working environment, the design capat.ilities and reliability of the monitoring instruments and operating equipment.

All reported concentrations are based on daily discharge values.

Total residual chlorine is performed once per eight hours of chlorination unless ot he r wi s e indicated.

Analytical values which are less than detectable are reported as zero unless otherwise indicated. N/A indicates no chlorination occurred during the report period.

Analytical results for all parameters other than pH, temperature, TSS and TRC are provided by Century 4 Laboratories ( NJ DEP ce r ti ficati on 08153) .

48C - Clarifier - Effluent pH is reported for informational j purposes only.

487,489 - Measurements are obtained when sample acquisition proto cols are met. No means is currently available for flow monitoring at these locations.

482,485 - Total residual chlorine values are normally unobtainable due to ongoing entrainment studies and the resultant equipment c on fi gura t i on. Since all chemical treatments of or discharges to the circulating water system are common wi t h at least one other discharge, those values are assumed to be identical for all parameters.

481-486 - Chlorination of the circulation water system normally does not occur except as otherwise noted. Service water system chlorination is normally continuous and is monitored on the circulating water system outfall due to the inability to sample service water effluent directly.

Chlorination of both systems will be indicated by results reported for both and represents their combined affect upon the circulating water outfall.
