Permit No. NJ0005622 for the month of January, 1989.
Due to the magnitude of the effort required to complete the thermal data collection, validation and preparation, as noted in the original January DMR submittal, dated 2/24/89, we are submitting the affected DMR pages herein.
This report is required by and prepared specifically for the Environmental Protection Agency (EPA) and the New Jersey Department of Environmental Protection (NJDEP).
It presents only the observed results of measurements and analyses required to be performed by the above agencies.
The choice of the measurement devices and analytical methods is controlled by EPA and NJDEP, not by the company, and there are limitations on the accuracy of such measurement devices and analytical techniques even when used and maintained as required.
Accordingly, this report is not intended as an assertion that any*instrument has measured, or any

- Explanation of ~clusions January, 1989 03/09/89 The following exclusions are included in the attached report and explained below.
Exclusions have not endangered nor significantly impacted public health or the environment.

AT -
Maximum AT of 15. 3 C exceeded due to circulating water problems.
Unit load reduction action taken to minimize magnitude of exceedance.
Thermal data reported herein required extensive manual effort to prepare due to the extraordinary circumstances outlined in our letter, NLR-E89047, dated January 27, 1989 (copy attached).
Compounding this was the change in the method of calculating thermal exceedances to more accurately reflect the true, weighted AT.
Along with this, a significant amount of data had to be manually read from recorder charts and entered into the computer data base.
Additional data, unavailable to the computer due to field sensors temporarily out of service for planned upgrades, and computer downtime had to be manually entered.
COD -
Cause of exceedance undetermined.
The application of this parameter to this outfall has been determined to be inappropriate and is subject to removal pending final approval of current permit modification.
NJPDES Report Explanation of~clusions January, 1989 489 481-486 03/09/89 On 1/12/89, a spill of approximately 6000 gallons of spent sulfuric acid with a remaining 2% concentration overflowed from an inplant waste collection tank and into the plant sump/drain system.
This wastewater subsequently was
. pumped to the #1 oil/water skim tank and discharged through DSN 489.
The pH of the water discharged to the river was outside of the permit allowable limit of 6-9.
Subsequent actions included termination and control of the spill and neutralization in the sumps and in the oil/water skim tank during the cleanup activity.
Followup verification of the discharge pH confirmed successful neutralization of the spill.
TRC -
On 1/11/89 and 1/12/89, samples for the TRC were missed for one chlorination period each day due to a clogged sample line.
The problem was corrected and sampling was restored on 1/12/89.

. Explanation of 4tviations January, 1989 03/09/89 The following explanations are included to clarify possible deviations from permit conditions.
General -
The columns labeled, No. Ex.", on the enclosed DMR, tabulate the number of daily discharge values outside the indicated limits.
Data reporting and accuracy reflect the working environment, the design capabilities and reliability of the monitoring instruments and operating equipment.
All reported concentrations are based on daily discharge values.
Total residual chlorine is performed once per eight hours of chlorination unless otherwise indicated.
Analytical values which are less than detectable are reported as zero unless otherwise indicated.
Analytical results for all parameters other than pH, :
temperature, TSS and TRC are provided by Century Laboratories (NJDEP certification 08153).

Measurements are obtained from single grab samples unless sampling protocols are met.
Direct flow measurement is impossible at this location.
Reported values are based upon National Weather Service Data in accordance with the agreement reached with NJDEP on 2/10/88.
Chlorination of the circulation water system normally does not occur except as otherwise noted.
Service water system chlorination is normally continuous and is monitored on the circulating water system outfall due to the inability to sample service water effluent directly.
Chlorination of both systems will be indicated by results reported for both and represents their combined affect upon the circulating water outfall.

SALEM GENERATING STATION NJPDES PERMIT NJ0005622 REPORT OF UPSET The Salem Generating station experienced an upset condition of; the treatment capabilities when two (2) of the six (6)
Circulating Water Pumps failed causing differential temperature to exceed the permit limitation of 27.5 degrees F.
on January 21, 1987, one Circulating Water Pump experienced a failure of the shaft sleeve allowing the diffuser vanes to drop and contact the impeller, placing the pump out of service.
During the evening of January 23, 1989, another Circulating water Pump was taken out of service due to vibrations caused by imminent failure of the shaft sleeve.
The loss of these two Circulating Water Pumps caused the differential temperature to rise.
The electric generating plant reduced power to return to compliance with the differential temperature limitations.
Pump repairs are in progress at this time.
Mr. R. Riccardi (NJDEP Southern Enforcement Element) and Mr. w. Boehle (Industrial Discharge Permits) were apprised of the situation during the afternoon of January 24, 1989 in compliance
'with the 2* hour notification requirements of NJAC 7:14A-3.lO(c).
This written report is being submitted within 5 days in accordance with the same requirement.
During the conversation with Mr. Boehle, we discussed the methodology utilized for calculating the true differential temperature.
We explained the plant configuration.of two Circulating Water Pumps per Discharge Serial Number (DSN) and how the differential temperature limitation was applied to the average of three DSN's from a single generating plant.
Based on this physical configuration and what the river ecology actually experiences, we believed flow weighted average versus a straight

average is more correct.
Mr. Boehle agreed that a flow weighted differential temperature calculation is acceptable within the existing permit language and requested we annotate this on the next Discharge Monitoring Report.
Future Discharge Monitoring Report values will be calculated using this method.
