SUMMARY

OF FEBRUARY 3, 2021, PUBLIC MEETING WITH DUKE ENERGY PROGRESS, LLC, TO DISCUSS A PROPOSED LICENSE AMENDMENT REQUEST TO CHANGE THE STANDBY LIQUID CONTROL SYSTEM TECHNICAL SPECIFICATIONS (EPID L-2021-LRM-0010)

On February 3, 2021, a Category 1, public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Duke Energy Progress, LLC (the licensee) by tele-conferencing. The purpose of the meeting was to discuss the licensees planned license amendment request (LAR) to change the Technical Specifications related to the Standby Liquid Control System (SLC) at Brunskwick Steam Electric Plant, Units 1 and 2. The meeting notice and agenda, dated January 22, 2021, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML21022A229.

During the meeting, the licensee described the proposed LAR plan using the presentation material (ADAMS Accession No. ML21033A702). Specifically, the proposed LAR will increase the minimum boron solution tank volume requirement such that the assumed 720 parts per million (ppm) equivalent of natural boron is being increased to 925 ppm. The purpose of this more conservative change is to accommodate future core reload flexibility. The NRC staff suggested the following be addressed in the submittal to minimize the need for request for additional information during the review:

Confirm that the that weight percent of sodium pentaborate will not be changed.

Include the boron injection capability equation and assure that the changes will satisfy the equation for anticipated transient without scram evaluation.

At the conclusion of the meeting, the licensee acknowledged that the comments from the NRC will be addressed in the submittal. The staff did not make any regulatory decisions or commitments at the meeting. In addition, the staff did not receive comments from members of the pulic.
