SUMMARY

OF AUGUST 22, 2017, PRE-SUBMITTAL MEETING WITH DUKE ENERGY REGARDING BRUNSWICK ADVANCED AREVA METHODS LICENSE AMENDMENT REQUEST (CAC NOS. MF9965 AND MF9966; EPID L-2017-LRM-0033)

On August 22, 2017, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Duke Energy Progress, LLC (Duke, the licensee) by a conference call. The meeting notice and agenda, dated August 2, 2017, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML17229B302. A list of attendees is enclosed.

The purpose of this meeting was to discuss a proposal by the licensee to submit a license amendment request (LAR) to use Advanced AREVA ATRIUM 11 fuel and related methodology in Brunswick Steam Electric Plant, Units 1 and 2.

With the use of slides (ADAMS Accession No. ML17229B294), Duke presented its approach and responded to the clarification questions from the NRC staff. Significant items discussed included the following:

  • The AREVA topical report ANP-10345P for ATWSi [Anticipated Transient Without Scram

- Instability] will be submitted in the fall of 2017. It will be a key methodology for the ATRIUM 11 fuel LAR. The licensee requested the NRC staff to consider a focused review that can be completed before September 2018 for the LAR to reference. This strategy will avoid the potential inefficiency and competing resources from parallel reviews of both submittals.

  • A followup meeting to further refine the schedule is needed. The Cost Activity Code (CAC) numbers will remain open for other pre-submittal activities until the LAR is submitted.

No regulatory decisions were reached at this meeting. No members of the public called in to listen or provide comments to the staff after the business portion of the meeting and, thus, no Public Meeting Feedback forms were received.
