SUMMARY

OF JANUARY 21, 2021, CLOSED MEETING WITH DUKE ENERGY PROGRESS, LLC, TO DISCUSS A PROPOSED RELIEF REQUEST RELATED TO SERVICE WATER UNDERGROUND PIPING COATING FOR BRUNSWICK STEAM ELECTRIC PLANT (EPID L-2021-LRM-0006)

On January 21, 2021, a Category 1 closed teleconference was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Duke Energy Progress, LLC (the licensee). The purpose of the meeting was to discuss the licensees planned relief request for Brunswick Steam Electric Plant, Units 1 and 2. The meeting notice and agenda, dated January 7, 2021, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML21007A194. The proprietary presentation material (ADAMS Accession No. ML21025A394) is not publicly available.

During the meeting, the licensee described its plans to request a relief request for using carbon fiber reinforced polymer (CFRP) for coating its underground service water system piping. The licensee presented the following topics: scope and schedule, materials, design, installation methods, training, failure modes and effects analysis, and operating experience. The NRC staff suggested the following be addressed in the submittal to minimize the need for a request for additional information during the review:

Fire Protection impacts.

Operating experience of the subject service water piping, including both preservice (PSI) and inservice inspection (ISI) results, regarding the service-induced degradation of the CFRP repair systems.

Installation and operating experience regarding the CFRP repair system on the piping with the mortar inner layer (e.g., potential concerns, resolutions, and corrective actions).

Thickness of internal mortar coating, i.e., whether mortar will be removed at terminal ends and CFRP be installed on bare metal; size of the damaged mortar regions; whether the damaged mortar regions will be repaired prior to installation of CFRP for smooth transition; and condition/smoothness of the surface of mortal prior to CFRP first layer application.

How Code Case N-871-1s fabrication, PSI, ISI, and frequency of inspection requirements are implemented with the proposed inspection requirements.

The effect of cure temperature on CFRP strength and modulus. The submittal should also include testing of witness panels from installation for glass transition temperature (Tg) to ensure adequate margin between Tg and maximum operating temperature.

Discussion of the acceptance criteria for the pull-off and shear strengths of the CFRP composite applied on the piping with the mortar inner layer.

At the conclusion of the meeting, the licensee acknowledged that the comments from the NRC will be addressed in the submittal. The staff did not make any regulatory decisions or commitments at the meeting.
