[External_Sender] Comment on Docket ID NRC-2017-0211-0001 Docket ID NRC-2017-0211-0001 SUNSI Review Complete Template = ADM - 013 E-RIDS= ADM-03 Add= J-e,ewt'1 Su,~. (J~~?J, The research and thoughtful presentation by Donna Gilmore should be greatly respected by the NRC. The canisters used at San Onofre cannot be inspected properly or repaired if irregularities are found.

In addition, the placement of the High-Level Radioactive Waste so near the beach and so near the water table is pure folly. Present plans for the disposition of nuclear waste at San Onofre should be scrapped and the whole project re-thought through and re-designed.

The Pacific Ocean is being destroyed by irresponsible use of plastics and other pollutants as well as poor planning among the people who promote the nuclear industry. The suffering of the whales is heartwrenching.

Every one seems to have forgotten that the Japanese Diet placed the blame for the explosions and meltdowns at Fukushima squarely on the shoulders of the planners, especially TEPCO; because in spite of ample warning -- even from hundreds of years ago up to March 11, 2011 -- GE and TEPCO went ahead with their dangerous and heartless plans. Dangerous and heartless are the plans for the High-Level Radioactive Waste at SONGS. The NRC should be all over this bad plan with a better plan for the safety and health of people, the Pacific Oceaf1, the whales, the fish and all the other plants and animals.
