OF THE JANUARY 5, 2012, PUBLIC MEETING TO DISCUSS THE EVALUATION OF THE SHIELD BUILDING CRACKING AND NRCS INDEPENDENT ASSESSMENT OF THAT EVALUATION

Dear Mr. Allen:

On January 5, 2012, the Nuclear Regulatory Commission (NRC) held a public meeting at the Camp Perry Lodging & Conference Center in Port Clinton, Ohio. The meeting was between NRC management and FirstEnergy Nuclear Operating Company representatives to discuss the licensees evaluation of the shield building cracking as well as the NRCs independent assessment of that evaluation.

The NRC began the meeting by sharing background information on the discovery of the cracks in the shield building at the Davis-Besse nuclear plant. This was followed by a discussion of the purpose, agenda, and format of the meeting.

The licensee then provided a presentation of their site activities during recent months, including discussion of the shield building cracking issue. During their presentation, the licensee discussed refueling outage activities and plant performance through their most recent cycle. In addition, they shared the results of the testing and evaluations performed in response to the cracks identified in the shield building. The licensee also discussed their planned actions going forward including their ongoing root cause evaluation. They also discussed their basis for determining that the shield building could fulfill its safety function and the plant could start up.

Following the licensees presentation, the NRC provided information regarding NRC activities involving the shield building. During these remarks, the NRC discussed their independent inspection activities and assessment of the licensees evaluation and the basis for the NRC staff conclusion that the shield building remains capable of performing its safety function despite the cracking. They also discussed the next steps in their process to evaluate the information FENOC will be providing including a completed root cause evaluation.
