OF DECEMBER 17, 2015, MEETING WITH FIRSTENERGY NUCLEAR OPERATING COMPANY ON ITS LICENSE AMENDMENT REQUEST TO REVISE THE EMERGENCY DIESEL GENERATOR SURVEILLANCE REQUIREMENTS AT DAVIS-BESSE NUCLEAR POWER STATION, UNIT 1 (CAC NO. MF6060)

On December 17, 2015, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of FirstEnergy Nuclear Operating Company (FENOC, the licensee) via teleconference. The purpose of the meeting was to discuss FENOC's license amendment request (LAR) for the Davis-Besse Nuclear Power Station (Davis-Besse ), Unit 1, to revise the minimum voltage and frequency requirements for emergency diesel generator (EOG) testing specified in surveillance requirements (SRs) associated with Technical Specification (TS) 3.8.1, "AC Sources - Operating." The LAR was submitted by letter dated April 1, 2015 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML15091A143), as supplemented by letter dated October 14, 2015 (ADAMS Accession No. ML15287A251 ). The meeting notice and agenda, dated December 2, 2015, are available in ADAMS at Accession No. ML15348A227. A list of attendees is enclosed.

The LAR proposes to increase the minimum EOG voltage setpoints for several SRs. The minimum steady state EOG voltage specified in SRs 3.8.1.2, 3.8.1.8.b, 3.8.1.11.c.3, 3.8.1.14.b, and 3.8.1.15.c.3 would be increased to 4088 volts (V). The minimum EOG voltage to be achieved within 10 seconds of the EOG starting specified in SRs 3.8.1.8.a and 3.8.1.14.a would be raised to 4070 V. The LAR indicates that the proposed changes to the EOG SR voltage setpoints are being made to:

1. Raise the minimum EOG starting voltage setpoint (SRs 3.8.1.8.a and 3.8.1.14.a) to ensure that there is sufficient voltage for the EOG output breaker to close, and
2. Demonstrate compliance with Regulatory Position C.4 of NRC Safety Guide 9, "Selection of Diesel Generator Set Capacity for Standby Power Supplies," (ADAMS Accession No. ML12305A251 ).

In advance of the meeting, the NRC staff provided the licensee questions (ADAMS Accession No. ML15342A015) which were the focus of the discussion. The purpose of these questions was to seek clarification on excerpts from the EOG Transient Response Analysis, performed in support of the LAR, provided in Appendix 1 to the October 14, 2015, letter. During the meeting, the staff provided an overview of the intent of the EOG SRs and Safety Guide 9. The staff stated that the SRs related to steady state operation provide assurance that EOG loads have adequate voltage and frequency for extended operation without adversely impacting the safety related loads.

The NRG staff stated that Safety Guide 9 requirements provide assurance that loads that have started during the EOG sequencing process are not adversely impacted (i.e., have adequate voltage and frequency to continue operating) and loads that are being sequenced have adequate voltage and frequency to successfully accelerate during the transients resulting from sequential (large) load starting. The staff stated that Safety Guide 9 requirements are not related to steady state performance capabilities.

The licensee stated that the EOG Transient Response Analysis provides a summary of the EOG frequency and voltage response in Table 7-15, "Summary of Results for Design Basis LOOP

[loss of offsite power]/LOCA [loss-of-coolant accident] Analyses - Case 7," and Table 7-18, "Summary of Results for Design Basis LOOP /LOCA Analyses - Case 8." The licensee also referred to Figures 7-17 and 7-21.

The NRG staff identified the following statements in the excerpts provided in Appendix 1 to the October 14, 2015, letter for further discussion:

  • Page 2 of 18 states: "The analysis shows that Davis-Besse EDGs are capable of starting their dedicated engineered safety features loads in the required sequence.

Figure 3-7 shows the voltage and frequency response for the design basis LOOP/LOCA loading sequence with 4088 V set point and 59.5 Hz set point. Figure 3-8 shows the voltage and frequency response for the design basis LOOP/LOCA loading sequence with 4088 V set point and 60.5 Hz set point."

  • Table 7-14, "Variables Used in System Model Voltage and Speed Setpoint Blocks -

Case 7," states that the Final Setpoint was 4088 V and the Initial Setpoint was also 4088V The staff could not identify the initial voltage of 4070 V evaluated for load sequencing in Appendix 1. The licensee stated that the 4070 V value is required by the permissive relays to close the EOG output breaker and energize the bus. The licensee further stated that this is based off the permissive value of 3990 V plus 2 percent. The licensee stated this is the EOG bus voltage and not the EOG output voltage.

The licensee explained that Figure 7-17 depicts the performance capabilities of the EDGs with the output breaker closing at 3990 V. The graph shows the voltage variations during the sequencing process and confirms compliance with Safety Guide 9 requirements. In view of the limited information available from the graphs, the NRG staff asked the licensee for numerical data used to develop the graphs. The licensee stated that the calculation was performed by a consultant and considered proprietary. The licensee also stated that the 4088 V was the setpoint for EOG voltage regulator and it is the same as the steady state voltage.

The NRG staff agreed to re-visit the excerpts provided in Appendix 1 to validate the adequacy of setpoints proposed in the LAR and compliance with Safety Guide 9. The staff informed the licensee that if additional information is needed it would be requested through the normal process.

Members of the public were in attendance, and two provided comments at the end of the meeting. Comments included concerns about the ability of the EDGs to operate when needed and what would happen if the EDGs did not load correctly. Comments also included concerns

regarding the continued operation of DBNPS given the history of events at the facility. Public Meeting Feedback forms were not received.
