OF NOVEMBER 8, 2018, MEETING WITH FIRSTENERGY NUCLEAR OPERATING COMPANY REGARDING PLANNED SUBMITTAL OF POST-SHUTDOWN EMERGENCY PLAN FOR DAVIS-BESSE NUCLEAR POWER STATION (EPID L-2018-LRM-0067)

On November 8, 2018, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of FirstEnergy Nuclear Operating Company (the licensee) via teleconference. The purpose of the meeting was to discuss a planned license amendment request for the Davis-Besse Nuclear Power Station, Unit No. 1, post-shutdown emergency plan (PSEP). The meeting notice and agenda, dated October 18, 2018, are available in Agencywide Documents Access and Management System (ADAMS) at Accession No. ML18291A500. The licensee's presentation slides are available in ADAMS at Accession No. ML18310A388. A list of attendees is enclosed.

The licensee summarized its near-term licensing actions related to the permanent shutdown of Davis-Besse. Three licensing actions related to the use of certified fuel handlers are currently under review by the NRC staff. In addition, the licensee plans to submit a license amendment request for the post-defueled technical specifications and elimination of most design-basis accidents in January 2019. These actions are related to the licensee's planned submittal of the PSEP in January 2019.

The licensee noted that there are three separate emergency plan submittals related to the permanent shutdown of Davis-Besse. The PSEP will primarily address changes in staffing. In the first quarter of 2020, the licensee plans to submit the post-defueled emergency plan. The final emergency plan change will be for after the spent fuel is all transferred to the independent spent fuel storage installation, which will be submitted several years later.

The licensee provided a summary of the contents of its PSEP application. The licensee stated that it will provide a comparison of the current and revised emergency plan. The licensee will provide a preliminary plan to the State of Ohio and the local counties and the application will discuss any feedback provided. The NRC staff noted that the NRC and the Federal Emergency Management Agency (FEMA) will look to ensure that the state and local emergency plans are not impacted by the licensee's proposed change.

The licensee discussed the reduction in on-shift and augmented emergency response organization staffing. The NRC staff noted that the application should explain how the remaining staff will be able to continue to implement the mitigating strategies license conditions, as they relate to spent fuel pool cooling. The licensee stated that this will be discussed in the

how technological advances, instrumentation, or other monitoring make the radiation protection technician position easier to fulfill.

The license stated that it will commit to a validation drill for the PSEP. The NRC staff noted that typically FEMA and the NRC are invited to observe the drill and they will look at the impact to the state and local emergency management agencies.
