Title:

Provide opportunities to discuss with the public Nuclear Regulatory Commission (NRC) activities, nuclear power issues, Davis-Besse Station performance for the 2013 calendar year, and NRC inspection activities during the licensees steam generator replacement project.

General Details:

The NRC conducted an open house beginning at 6:00 p.m. eastern daylight time (EDT) where members of the public met informally with NRC staff to discuss Davis-Besse Stations performance and NRC oversight. The meeting was scheduled from 6:00 - 7:30 p.m. EDT and ended about 7:30 p.m.

Nine NRC staff members were present, including the Deputy Director of the Division of Reactor Safety, the Division of Reactor Projects Branch Chief, a Division of Reactor Safety Branch Chief, a Senior Reactor Engineer, a Regional Public Affairs Officer, both Resident Inspectors, a member of the NRC Inspector Generals staff, and the Resident Inspector office Administrative Assistant. No facilitator was needed.

NRC staff members greeted attendees as they arrived and offered a description of the purpose of the meeting and discussion of Davis-Besses 2013 performance as well as NRC inspection activities related to the completed steam generator replacement. Davis-Besse operated safely in 2013, with no significant inspection findings or negative performance indicators. Copies of the NRCs 2013 assessment letter were available. Contact information for the Davis-Besse Resident Inspectors and meeting feedback forms were also provided.

Approximately 20 people participated in the meeting. Three participants asked questions or provided comments. In addition to members of the public, meeting participants included government officials and government staff from the State of Ohio and the Ohio counties of Ottawa and Sandusky, and the licensee.

Summary of Presentations:

No formal presentations were made but handouts were available giving an overview of the Reactor Oversight Process (NUREG/BR-0508) and a summary of NRC 2013 inspection activities at Davis-Besse (ADAMS Accession Number ML14218A054). NRC posters describing the NRCs mission and the reactor oversight process complemented NRC staff member one-on-one discussions with the public. The flexible structure encouraged participants to discuss topics of interest to them with different NRC staff members spread around the room. These discussions included how the NRC assessed Davis-Besses 2013 performance and the NRCs oversight of the facility.

Public Participation Themes:

During the one-on-one discussions between NRC staff and the public the NRC staff addressed questions on the following topics:

  • A void found on the inner wall of the Shield Building once concrete forms were removed in the early part of the steam generator replacement outage and repaired later in that outage (see Davis-Besse Inspection Report 2013010, ML14204A317);
  • Rebar that was damaged while cutting an opening in the Shield Building during the steam generator replacement outage and repaired later in that outage (see Inspection Report 2013010);
  • How a reactor operates and generates electricity;
  • The daily life of a resident inspector including how an inspector assesses issues and overall plant performance;
  • The emergency response role of an inspector; and
  • The allegation process and inspection reports.
