OF JANUARY 25, 2008, MEETING WITH TENNESSEE VALLEY AUTHORITY, ON EXTENDED POWER UPRATE REVIEW (TAC NOS. MD5262, MD5263, AND MD5264)

On January 25, 2008, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Tennessee Valley Authority (TVA, the licensee) at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss revisions to the licensees analyses of the affects of flow induced vibration on the steam dryers and main steam line components at extended power uprate (EPU) and their Request for Additional Information (RAI)-15 submittal. A portion of this meeting was closed to the public due to the discussion of proprietary information.

DISCUSSION TVA representatives presented an update on several nonconservative Finite Element Model (FEM) discrepancies (included in ML080360067). This update included a summary of the discrepancies found and what changes were made to verify the FEM. This discussion also included the difference between the Unit 1 steam dryer and the steam dryers of Units 2 and 3.

The licensee found that some modifications previously made to Unit 1 were not necessary and, therefore, will not be made to Units 2 and 3. The modifications to Units 2 and 3 steam dryers will be completed in 2009 and 2010 respectively.

The TVA representative presented a summary of the testing that is ongoing to identify, and if present, work to mitigate resonance when increasing their power levels to EPU. They have currently completed 1/5 Scale Model testing of the steam dryers. This testing showed resonance frequency onset. Due to this they are now working on 1/8 Scale Model testing to quantify the effects of potential resonance at EPU. The 1/5 Scale Model test only included the main steam lines. The 1/8 Scale Model test included the reactor vessel, steam dryer, nozzles, four main steam lines and other components. The NRC staff had several questions of the conservativeness of the results.

Due to the fact that a resonance frequency was found in initial testing, the licensee is unable use the same methods other licensees used for previously approved EPU submittals. Therefore, they have proposed a bump up factor to account for this frequency and track its changes as power is increased to EPU. The NRC staff counseled the licensee on the use of this method.

TVA had several questions about RAI-15 questions 139/106 and 145/112. After discussion with NRC staff question 139/106 will be answered for Unit 2 only. The NRC staff emphasized that it might become necessary for the licensee to answer the question for the other units at a later date. After discussion, question 145/112 was deleted. The NRC staff has an additional question which will be added to the next round of RAI questions.

The licensee indicated that the answers to all RAI questions would be completed by March 31, 2008 except for Unit 3. Unit 3 data would be provided by June 2008.

A member of the public was in attendance. Public Meeting Feedback form was not received.

No commitments or regulatory decisions were made by the NRC staff during the meeting.
