By letters dated June 28, 2004 and June 25, 2004 (ADAMS Accession Nos. ML041840109 and ML041840301), TVA submitted license amendment applications to the NRC for the EPU of BFN Unit 1 and BFN Units 2 and 3, respectively. The proposed amendments would change the operating licenses to increase the maximum authorized core thermal power level of each reactor by approximately 14% to 3952 megawatts.

On December 14, 2007, the NRC staff issued a Round 15 RAI (ML073450725) regarding the EPU license amendment requests. Previous responses to the Round 15 RAIs were provided in submittals dated January 31, 2008 (ML080380560), March 6, 2008, and April 4, 2008 (ML081010450). Additionally, on May 2, 2008, the NRC staff issued a Round 17 RAI (ML081280471) regarding the EPU license amendment requests. Enclosure 1 to this letter provides the remainder of the responses to the Round 15 RAIs, a revision to the response to Round 15 RAI EMCB.129/96, and the responses to the Round 17 RAls.

The steam dryer analyses for Units 1 and 2 have been re-performed as described in the response to RAI EMCB.180 in Enclosure 1. Enclosure 6 provides calculation package 0006982.01, "Shell and Solid Sub-Model Finite Element Stress Comparison," discussed in the response to RAI EMCB.180.

Note that Enclosures 1, 2, 3, 4, and 5 contain information that Continuum Dynamics, Inc.

(CDI) considers to be proprietary in nature and subsequently, pursuant to 10 CFR 2.390(a)(4), requests that such information be withheld from public disclosure. Enclosures 7, 8, 9, 10, and 11 contain the redacted versions of the proprietary enclosures with the CDI proprietary material removed, which is suitable for public disclosure. Enclosure 12 provides affidavits from CDI supporting this request.

TVA has determined that the additional information provided by this letter does not affect the no significant hazards considerations associated with the proposed TS changes. The proposed TS changes still qualify for a categorical exclusion from environmental review pursuant to the provisions of 10 CFR 51.22(c)(9).
