SUMMARY

OF MAY 22, 2008, MEETING REGARDING CONTAINMENT OVERPRESSURE PORTION OF THE EXTENDED POWER UPRATE REVIEW (TAC NOS. MD5262, MD5263, AND MD5264)

On May 22, 2008, the U.S. Nuclear Regulatory Commission (NRC) staff conducted a Category 1 public meeting with Tennessee Valley Authority (TVA, the licensee) at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss issues associated with the containment overpressure (COP) review for the Browns Ferry Extended Power Uprate (EPU). The enclosure contains a list of attendees. The licensee presented slides regarding the COP portion of the EPU. The slides may be accessed from the NRC Agencywide Documents Access and Management System, No. ML081580553.

DISCUSSION On July 18, 2007, the NRC staff met with TVA to discuss the information TVA intended to provide to the Advisory Committee for Reactor Safeguards (ACRS) regarding the licensees request for containment overpressure. A draft presentation provided an overview of TVAs overpressure credit request. During the previous discussion, it was recommended that the ACRS should be provided an in-depth discussion on how the staff treats risk assessment and a detailed discussion of the assumptions for the Appendix R scenario with regards to EPU. During this meeting, the licensee presented information in support of meeting with the ACRS on July 10, 2008. The licensee presented proposed responses to concerns communicated by the ACRS in a letter dated February 16, 2007.

Among the information provided was a more realistic analysis of the COP needed for required equipment in support of the shutdown requirements in Title 10 to the Code of Federal Regulations Part 50, Appendix R event. The licensee indicated to the NRC staff that the intent of this realistic analysis was to be responsive to the concerns of the ACRS. The intention is not for this information to be substituted for the licensing and design basis evaluation provided as part of the EPU amendment request, as the licensee has concluded that the deterministic evaluation provided should be sufficient to support the amendment request. The NRC staff provided feedback regarding the level of detail provided and questioned how certain related technical issues would be addressed during the presentation.

One member of the public was in attendance and no feedback forms were received. No commitments or regulatory decisions were made by the NRC staff during the meeting.
