BROWNS FERRY NUCLEAR PLANT, UNITS 1, 2, AND 3-REVIEW OF EXTENDED POWER UPRATE LICENSE AMENDMENT REQUESTS (TAG NOS. MD5262, MD5263, AND MD5264)

Dear Mr. Shea:

On June 25 and 28, 2004, Tennessee Valley Authority (TVA) submitted amendment requests for Browns Ferry Nuclear Plant (BFN), Units 1, 2, and 3. The proposed amendments would change the BFN operating licenses to increase the maximum authorized power level by approximately 20 percent above the current maximum authorized power level for Unit 1 and approximately 15 percent for Units 2 and 3. TAG Nos. MC3812, MC3743 and MC2744 were opened for activities associated with these licensing amendment requests (LARs).

On March 6, 2007, the Nuclear Regulatory Commission (NRC) issued Amendment No. 269 to Renewed Facility Operating License No. DPR-33 for BFN Unit 1. That amendment was in response to an application dated September 22, 2006, which supplemented the June 28, 2004, LAR for BFN Unit 1. That amendment approved an approximate 5-percent increase above the original licensed thermal power for BFN Unit 1. The NRC staff charged hours associated with this amendment under TAG No. MD3048.

By letter dated March 16, 2007, the NRC staff informed TVA of closing the original TAG Nos. MC3812, MC3743, and MC3744 for BFN Units 1, 2 and 3, respectively, due to a lack of information concerning the steam dryer analysis. Subsequently, TAC Nos. MD5262, MD5263, and MD5264 were established to track the NRC staff's review of the proposed amendments to increase the maximum authorized power level by approximately 15 percent for BFN Units 1, 2, and 3.

By letter dated February 11, 2013, TVA provided its plans for the extended power up rate (EPU) project, which updated and superseded its plans and schedules in the TVA letter dated November 9, 2012. In its February 11, 2013, letter, TVA stated that it expected to complete the containment accident pressure analysis in the spring of 2013, and discuss the analysis with the NRC staff in a meeting. TVA also stated that in the spring of 2013, it planned to initiate analyses of the new General Electric replacement steam dryer with estimated completion date by summer of 2014. TVA stated that it planned to review and revise, as necessary, all information provided in the previous BFN EPU submittals.

J.Shea The NRC has tracked the EPU application reviews since April 2007 under TAG Nos. MD5262, M5263, and MD5264 for Units 1, 2, and 3, respectively. However, the NRC staff is unable to continue the review of the EPU application at this time because of a lack of activities concerning submittal of an updated or revised LAR, including a request for a meeting. Therefore, the NRC staff is closing T AC Nos. MD5262, MD5263, and MD5264. Upon receipt of your revised EPU application for BFN Units 1, 2, and 3, new TAGs will be established to track the NRC staff's reviews of the revised application.
