BROWNS FERRY NUCLEAR PLANT, UNITS 1, 2, AND 3 C REQUEST FOR SCHEDULE REGARDING ANALYSIS FOR STEAM DRYERS ON EXTENDED POWER UPRATE AMENDMENT REQUESTS (TAC NOS. MD5262, MD5263, AND MD5264) (TS-431 AND TS-418-S)

Dear Mr. Campbell:

This letter requests unit specific schedule information regarding the steam dryer stress analysis report in support of the ongoing extended power uprate (EPU) amendment request review. By letters dated June 25 and 28, 2004, the Tennessee Valley Authority (TVA) submitted amendment requests for Browns Ferry Nuclear Plant (BFN), Units 1, 2, and 3. The proposed amendments would change the BFN operating licenses to increase the maximum authorized power level by approximately 15 percent.

On July 27 and August 21, 2007, TVA provided a revised steam dryer evaluation and limit curves. These were reviewed by the staff and issues of concern were provided to TVA by e-mail on September 17, 2007, and in a letter dated October 23, 2007. A conference call was held on November 1, 2007, where TVA presented its plans to address the Nuclear Regulatory Commission (NRC) staff=s concerns regarding the structural integrity of the steam dryers.

During this call, TVA indicated that information needed to validate evaluations for Units 1 and 2 and establish a baseline for Unit 3 would not be available until after the March 2008 Unit 3 outage.

In order to meet an EPU approval date of June 2008, the NRC staff will need all remaining information by January 4, 2008. If the information is not provided by this date, the NRC staff will not be able to complete the review to support a summer 2008 issuance. TVA should notify the NRC staff by letter, as soon as possible, should it become clear that the remaining information will be provided after January 4, 2008. At that time the NRC staff will revise the schedule accordingly.
