SUMMARY

OF JULY 18, 2007, MEETING WITH TENNESSEE VALLEY AUTHORITY ON THE BROWNS FERRY POWER UPRATE ACRS PRESENTATION (TAC NOS. MD5262, MD5263, AND MD5264)

On July 18, 2007, the U.S. Nuclear Regulatory Commission (NRC) staff conducted a Category 1 public meeting with Tennessee Valley Authority (TVA, the licensee) at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss the presentation of the results of the NRC staffs review of TVAs extended power uprate (EPU) amendment request for Browns Ferry Nuclear Plant (BFN), to the Advisory Committee on Reactor Safeguards (ACRS). The meeting was open to the public. contains a list of participants.

The meeting was a discussion of how the containment overpressure portion of the submittal should be covered at the ACRS Extended Power Uprate Subcommittee meeting tentatively scheduled for February of 2008. The ACRS meeting will cover selected topics for the BFN 120-percent extended power uprates.

The participants focused on the information TVA intended to provide to the ACRS regarding the licensees request for containment overpressure. A draft presentation provided an overview of TVAs overpressure credit request. (See the Agencywide Documents Access and Management System (ADAMS) accession number ML072150156.) The NRC staff discussed the remaining questions regarding the risk-information being reviewed in support of the deterministic evaluation. It was decided that the ACRS should be provided an in-depth discussion on how the staff treats risk assessment and a detailed discussion of the assumptions for the Appendix R scenario with regards to EPU.

The licensee also took the opportunity to put forward some questions regarding the risk-related questions provided in a request for additional information to TVA dated July 5, 2007. The cognizant NRC staff member was unavailable, so the NRC staff took an action to conduct a conference call to clarify the NRC staffs questions. It was determined that TVA and the NRC staff would meet again to discuss the scope of topics that will need to be presented to the ACRS.

A member of the public was present at the meeting. No commitments or regulatory decisions were made by the NRC staff during the meeting. No proprietary information was discussed.
