Dear Mr. Campbell:

This letter documents the Nuclear Regulatory Commission (NRC) staffs current views on the Tennessee Valley Authoritys (TVAs) submittals regarding steam dryer analyses. In a letter dated February 11, 2008, TVA provided specific schedule information regarding the steam dryer stress analysis report in support of the ongoing extended power uprate (EPU) amendment requests review. The proposed amendments would change the Browns Ferry Nuclear Plant operating licenses to increase the maximum authorized power level by approximately 15 percent.

On November 30, and December 11, 2007, and January 25 and March 20, 2008, the NRC staff met with your staff to discuss a variety of NRC staff modeling and load factor concerns with the steam dryer analyses. After subsequent conference calls, meetings and review of additional correspondence, on April 17, 2008, your staff proposed a path forward that included the refinement of certain analyses and modifications. Given your revised approach, high quality and timely submittals, and assuming acceptable results from the modification installed on the Unit 3 main steam lines, the NRC staff estimates that the review of the Units 1, 2, and 3 EPU submittals should be completed by December 2008.
