REGARDING STEAM DRYER ANALYSES, GROUP 3 (TAC NOS.

MD5262, MD5263, AND MD5264)

By letters dated June 28, 2004 and June 25, 2004 (ADAMS Accession Nos. ML041840109 and ML041840301),

TVA submitted license amendment applications to the NRC for the EPU of BFN Unit 1 and BFN Units 2 and 3, respectively.

The proposed amendments would change the operating licenses to increase the maximum authorized core thermal power level of each reactor to 3952 megawatts.

On December 14,

2007, the NRC staff issued a Round 15 RAI (ML073450725) regarding the EPU license amendment requests.

On January 31,

2008, TVA provided a response (ML080380560) to several of the RAIs regarding the steam dryer and provided a schedule for replying to the remainder of the Round 15 RAIs.

On February 6, 2008, the NRC staff issued a Round 16 RAI (ML080370146) which included one additional RAI regarding the steam dryer (EMCB.167/134).

Responses to the second group of steam dryer RAIs were provided by letter dated March 6,

.1 April 4, 2008 (ML080710498). to this letter provides the third group of responses to the steam dryer RAIs including Round 16 RAI EMCB.167/134.

Schedule and completion dates for the responses to the RAIs are also provided in Enclosure 1.

The steam dryer analyses for Unit 2 have been re-performed as described in the response to EMCB.166/133 in Enclosure 1.

The associated analyses are provided in Enclosure 2 (CDI Report No.08-07P, "Stress Assessment of Browns Ferry Nuclear Unit 2 Steam Dryer") and Enclosure 3 (CDI Report No.08-05P, "Acoustic and Low Frequency Hydrodynamic Loads at CLTP Power Level on Browns Ferry Nuclear Unit 2 Steam Dryer to 250 Hz with Noise Removed").

Unit 2 limit curves based on the revised steam dryer analyses are provided in Enclosure A (CDI Technical Note No.08-13P, "Limit Curve Analysis with ACM Rev.

4 for Power Ascension at Browns Ferry Nuclear Unit 2").

Additionally, the Steam Dryer Monitoring Plan discussed in the response to EMCB.131/98 is provided in Enclosure 5.

Note that Enclosures 1, 2, 3,

and 4 contain information that Continuum Dynamics, Inc.

(CDI) considers to be proprietary in nature and subsequently, pursuant to 10 CFR 2.390(a) (4),

requests that such information be withheld from public disclosure.

Enclosures 6, 7,

8, and 9 contain the redacted versions of the proprietary enclosures with the CDI proprietary material removed, which are suitable for public disclosure. 0 provides affidavits from CDI supporting this request.

TVA has determined that the additional informatioh provided by this letter does not affect the no significant hazards considerations associated with the proposed TS changes.

The proposed TS changes still qualify for a categorical exclusion from environmental review pursuant to the provisions of 10 CFR 51.22(c) (9).

No new regulatory commitments are made in this submittal.
