TECHNICAL SPECIFICATIONS (TS) CHANGES TS-431 AND TS-418 -

EXTENDED POWER UPRATE (EPU) - SCHEDULE REGARDING ANALYSIS FOR STEAM DRYERS (TAC NOS. MD5262, MD5263, AND MD5264)

By letters dated June 28, 2004 and June 25, 2004 (ADAMS Accession Nos. ML041840109 and ML041840301), TVA submitted license amendment applications to the NRC for the EPU of BFN Unit 1 and BFN Units 2 and 3, respectively. The proposed amendments would change the operating licenses to increase the maximum authorized core thermal power level of each reactor to 3952 megawatts.

By letter dated November 9, 2007 (ML073100027), the NRC stated that in order to meet an EPU approval date of June 2008, all remaining information regarding the structural integrity of the steam dryers would be needed by January 4, 2008. The NRC further requested to be notified should it become clear that the remaining information would be provided after this date.

U.S. Nuclear Regulatory Commission Page 2 December 14, 2007 On November 30, 2007, TVA met with senior NRC staff to review the schedule for submittal of the remaining information needed for EPU approval. As provided in that meeting, TVA is no longer seeking EPU approval in June 2008, but is requesting approval in time to support the next Unit 1 refueling outage which is currently scheduled for October 2008. During this meeting, TVA and the staff also discussed the remaining issues to be resolved for EPU approval and the schedule for submittal of the required information.

On December 10, 2007, TVA met with the NRC staff to discuss the draft requests for additional information (RAI) regarding the steam dryers. Based on our current understanding of the draft RAIs, TVA plans to provide a written response by January 31, 2008. The responses to the RAIs will include schedule dates for any additional analyses that are not included in the submittal. The final analyses, which consist of confirmatory evaluations based on data taken following the upcoming Unit 3 outage, are planned to be submitted in June 2008.

As agreed upon during the November 30, 2007 meeting, TVA will keep the NRC staff apprised of progress and any changes that may impact the above activities through regular communications.
