SUMMARY

OF DECEMBER 10, 2007, MEETING WITH TENNESSEE VALLEY AUTHORITY ON STEAM DRYER PORTION OF THE EXTENDED POWER UPRATE REVIEW (TAC NOS. MD5262, MD5263, AND MD5264)

On December 10, 2007, the U.S. Nuclear Regulatory Commission (NRC) staff conducted a Category 1 public meeting with Tennessee Valley Authority (TVA, the licensee) at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss an NRC letter providing a request for additional information concerning steam dryers for Browns Ferry Nuclear Plant. Most of this meeting was closed to the public due to the discussion of a significant amount of proprietary information. The enclosure contains a list of attendees. DISCUSSION In a letter dated October 23, 2007, the NRC staff provided several broad steam dryer issues from the review of the licensees July 27 and August 21, 2007, submittals. The licensee responded in a letter dated November 21, 2007, and those responses were discussed in a public meeting on November 30, 2007.

The discussion was focused on approximately seven questions provided to TVA in draft form on November 27, 2007. The text of those questions are contained in the licensees slide presentation (ML08015474). The licensee sorted the questions into four bins. The first bin contained questions that needed further clarification from the NRC staff, the second were those TVA recommended for an audit, the third were those that did not require additional clarifications, and the fourth were those that were similar to questions provided to Hope Creek. From a discussion of the first bin, the NRC indicated that the below questions would be revised.

A discussion regarding the use of an audit for resolving these issues was held. The NRC staff noted to the licensee that an audit still requires that information used in forming the NRC staffs technical decision be placed on the public docket and that the NRC would let them know whether an audit would be necessary.

The NRC staff also noted a potential schedule impact regarding the licensees proposal to use scale model testing (SMT) in response to EMCB 129/96. During the November 30, 2007, meeting the licensee had indicated that all information except for Unit 3 actual analyses results would be provided in January 2008. The tentative date for the SMT results is February 2008.

An additional clarification regarding schedule was provided by TVA. The licensee indicated that the responses to three questions would not be provided until June 2008 (EMCB 130/97, 147/114, and 148/115). Subsequently, a revised set of requests for additional information reflecting this meeting, were issued by the NRC in a letter dated December 14, 2007.

No commitments or regulatory decisions were made by the NRC staff during the meeting.
