SUMMARY

OF ENVIRONMENTAL SITE AUDIT RELATED TO THE REVIEWOF THE LICENSE RENEWAL APPLICATION FOR PILGRIM NUCLEARPOWER STATION (TAC NO. MC9676)From May 1, 2006, to May 5, 2006, a review team consisting of the U.S. Nuclear RegulatoryCommission (NRC) staff and contractors from Earth Tech participated in a site audit at thePilgrim Nuclear Power Station (Pilgrim) related to the environmental review of the Pilgrim license renewal application (LRA). The team consisted of nine Earth Tech contractors and nine NRC staff members. The primary goal of the site visit was to review documentation, gatherinformation to ensure that environmental requirements of license renewal as codified in Title 10 of the Code of Federal Regulations Part 51 (10 CFR Part 51) are met, and to interface with officials in Federal, State and local government agencies to obtain related information. Enclosure 1 is a list of NRC, EarthTech, and Entergy Nuclear Operations, Inc. (Entergy)representatives who participated in the site audit. Enclosure 2 is a table of documents provided by Entergy to assist the NRC staff in its review of the Pilgrim Environmental Report. Thesedocuments are publicly available, and can be found at the Agencywide Documents Access andManagement System (ADAMS); the accession numbers are listed in Enclosure 2. .The site audit began with an introductory meeting and site tour on Monday, May 1, 2006. During the introductory meeting, Entergy provided a brief presentation on the history of Pilgrimand some of the current environmental monitoring programs. This was followed by a brief NRC presentation on the license renewal environmental review process. The site tour focused on areas relevant to the environmental review, including the intake and discharge canal, fish return system, and outside storage areas. During the rest of the site audit, review team membersbroke off into smaller groups with Entergy representatives to discuss specific aspects of the environmental review. These groups participated in various activities, including tours of the radioactive waste treatment stations, transmission line corridors and a winter flounder hatchery.

An onsite cultural resources survey also was conducted. In addition, during the site audit, review team members met offsite with staff representing theEnvironmental Protection Agency, Massachusetts Coastal Zone Management Agency, Massachusetts Division of Marine Fisheries, Massachusetts Department of Public Health's Radiation Control Program, and local governmental organizations (town planners and selectmen). Information gathered through these offsite meetings will assist the environmentalreview team in its evaluation. At the conclusion of the site visit, the NRC staff and Earth Tech contractors participated in asummary exit meeting with Entergy. The NRC staff indicated that the review team did not identify any significant issues during its site visit or the visits offsite with State and local agencies. Entergy provided all requested documentation and information to the NRC environmental review team.
