SUMMARY

OF MAY 25, 2006, MEETING TO DISCUSS NEW LICENSE AMENDMENT REQUEST (LAR) FOR DIGITAL REACTOR PROTECTIVE SYSTEM (RPS) AND ENGINEERED SAFEGUARDS PROTECTIVE SYSTEM (ESPS)

On May 25, 2006, the Nuclear Regulatory Commission (NRC) met with Duke (the licensee) to discuss the contents of a new LAR for the Oconee RPS/ESPS. Enclosure 1 is a list of the attendees. Enclosure 2 is the handouts provided by the licensee during the meeting.

The licensee is preparing a new LAR for the digital RPS/ESPS in case the licensee decides to withdraw the February 14, 2005, LAR (the original LAR). If the licensee does withdraw the original LAR, it foresees submitting a new LAR in Fall 2006 to support implementation of the digital RPS/ESPS in Fall 2007. The NRC staff stated that it could complete its review in about a year if the quality of the new LAR, and the quality in the design and implementation of the digital RPS/ESPS, is acceptable. The NRC staff stated that it would conduct an acceptance review of the new LAR. The acceptance review would take about 1 to 2 months and would determine if the completeness and quality of the new LAR were sufficient for the NRC to conduct its review.

The NRC staff provided several examples of unacceptable quality in the original LAR. The licensee agreed to address each of these examples and to take corrective action on any programmatic issues that may result from the examples in order to improve the quality of the submittal and the design.

The licensee stated that the new LAR will include a commitment to provide a diverse, automatic actuation of high-pressure injection. The new LAR will also include responses to the requests for additional information that the NRC staff generated from its review of the original LAR. The licensee stated that all the vendor documents that will be submitted in support of the new LAR will have received an owner-acceptance review by the licensee prior to being submitted to the NRC.
