NOTICE OF VIOLATION Vermont Yankee Nuclear Power Corporation Docket No. 50-271 License No. DPR-28 Vermont Yankee Nuclear Power Station During an NRC inspection conducted from May 11 - 12, 1993, a violation of NRC requirements was identified. In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C, the violation is listed below:

10 CFR 50, Appendix B, Criterion V, requires that activities affecting quality shall be prescribed by documented instructions, procedures, or drawings, of a type appropriate to the circumstances and that the instructions, procedures, or drawings shall include appropriate quantitative or qualitative acceptance criteria for determining that important activities have been satisfactorily accomplished.

Contrary to the above, OP 4110, " Reactor Recire System Surveillance," Rev.17, dated July 11,1991, did not contain appropriate acceptance criteria for determining OP that the surveillance requirements of Technical Specification 4.6.F.2 were met.

4110 was not adequate to ensure that the baseline data for determining jet pump operability during single loop operation from November 9,1992, to November 13,1992, was acquired in accordance with Technical Specification 4.6.F.3.

Pursuant to the provisions of 10 CFR 2.201, Vermont Yankee Nuclear Power Corporation is hereby required to submit a written statement or explanation to the U.S. Nuclear Regulatory Document Control Desk, Washington, D.C. 20555 with a copy to the Commission, A*ITN:

Regional Administrator, Region I, and a copy to the NRC Resident Inspector at the facility l that is the subject of this Notice, within 30 days of the date of the letter transmitting this Notice of Violation. This reply should be clearly marked as a " Reply to a Notice of Violation" and should include: (1) the reason for the violation; or, if contested, the basis for disputing the violation; (2) the corrective steps that have been taken and the results ach (3) the corrective steps that will be taken to avoid further violations; and (4) the date when i

f full compliance will be achieved. If an adequate reply is not received within the time l

specified in this Notice, an order or a Demand for Information may be issued to show cause l why the license should not be modified, suspended, or revoked, or why such other actionj may be proper should not be taken. Where good cause is shown, consideration will be to extending the response time.
