During the report period other NRC personnel, as follows, visited the site to perform routine inspection or special evaluations to determine the degree of readiness of licensee and facility to obtain an operating license:
five Region II inspectors, six HQ:NRR personnel, and eight members of an NRR review team.

Exit Interview The inspection scope and findings were summarized with the plant superin-tendent and members of his staff on November 9, 23 and 30,1979.

5.
Readiness of the Facility for Receipt of an Operating License The inspector continued to track the status of those items identified as i
having a potential impact on the issuance of an operating license for Unit i

Areas addressed included inspector identified items, construction deficiency reports, construction status, preoperational testing status, and operational preparedness.
Throughout the inspection period, the listing of open items was discussed with licensee management representatives on a continuing basis.
Licensee management was encouraged to assure that their requests for license condi-tions regarding open items were consistent with those recommended by the

-2-v inspector. The inspector also discussed the basis utilized for determina-tion of the completion categorizatica of individual open items with licensee representatives.
6.
Plant Tours The inspector toured various areas of Unit 1 on November 3, 23, 26 and 28.
The tours were conducted such that all accessible plant areas were inspected at least once during this reporting period. The following activities were observed / reviewed:

Followup of Previously Identified Items (Closed) Open Item (327/79-38-01) Review of radiochemical analysis procedure for phosphorus-32. The inspector transmitted the approved procedure to the Region II Office for review. There were no comments on the procedure.

(Closed) Open Item (327-79-38-02) Licensee review of radionuclide libraries for gamma spectroscopy procedures. The inspector verified through discus-sions with the Plant Chemical Engineer that the libraries had been reviewed and updated. The inspector transmitted the libraries to the Region II Office for review. There were no comments on the updated libraries. This

(Closed) Open Item (327/79-38-03) Analisis of spiked Charcoal and particu-late filter samples. The inspector transmitted the results of the sample analyses to the Region II Office for review. The results were satisfactory.

~(Closed) Open Item (327-79-62-01) Letters of agreement with local law enforcement agencies. The Hamilton County Civil Defense Agency has taken steps to insure that. both the Hamilton County Sheriff and the Chattanooga Police Chief are knowledgeable of the letters of agreement executed in support of the Sequoyah Radiological Emergency Plan. The inspector discussed this item with the Director and the Assistant Director of the Hamilton County Civil Defense and had no further questions. This item is closed.

-3-(Closed) Open Item (327/79-62-02) Training for Erlanger Hospital personnel.
The licensee has taken steps for Erlanger Hospital to periodically send them copies of their training records and revisions to their emergency plan. These will be reviewed by licensee personnel to insure continued coordination with any changes in the Sequoyah Radiological Emergency Plan.

8.
Review of Plant Vital Equipr.ent In response to a request from the Region II Office, the inspector conducted a review of the areas designated as " vital" in the Sequoyah Security Plan.
The purpose of the review was to identify components and/or systems which might be considered as necessary to prevent or mitigate the consequences of

an accident and which were not located within the confines of a vital area.
The results of the review were discussed with Region II personnel and are exempt from public disclosure in accordance with 10 CFR 2.790.
9.
Followup of Plant Incidents The inspector reviewed the circumstances involved in an incident in which an unauthorized individual was discovered in the process of reversing indicator lamp lenses on a vital instrument inverter. The individual was immediately removed from the Unit 1 protected area and his security badge was revoked. Further review of this incident will be conducted ivatowing completion of the licensee's investigation (327/79-71-01).
10.
Independent Inspection Effort The inspector routinely attended the morning scheduling and staff meetings during the reporting period. These meetings provide a a daily status report on the construction and testing activities in progress as well as a discussion of significant problems or incidents associated with the construc-i tion, preoperational testing, and operations effort.
The inspector participated in a critique of the Sequoyah Radiological Emergency Plan Drill with local, state and federal officials in Nashville, Tennessee on November 20, 1979.
The inspector participated in an Advisory. Committee on Reactor Safeguards subcommittee meeting involving the Sequoyah Unit 1 facility in Washington, D. C. on November 5, 1979. The inspector gave a brief presentation on the readiness of the facility for issuance of an operatink license.
The inspector observed maintenance activities in progress on the IA-2 emergency diesel generator on November 26 and 27.

The inspector toured the Unit I facility with the Director, Office of Nuclear Reactor Regulation, US NRC, on November 28.
The inspector met with the Director and licensee management personnel at licensee's corporate office in Chattanooga, Tennessee on November 30 to review licensee's draf t of a proposed special low power test program for Unit 1.
The inspector reviewed the Three Mile Island related training program which had been conducted fcr proposed Senior Reactor Operator and Reactor Operator personnel in preparation for Unit I fuel loading.
Included in the review were the examinations administered at the completion of the training and the examination scores for the individuals taking the training.
The inspector provided assistance to and coordinated the inspection activities of those NRC personnel listed in Section 1 during their visits to the

facility in this reporting period.
No items of noncompliance or deviations were identified.
