Cognizant Branch Chief: Ashok Thadani (FTS 492-8907) 3ACKGROUND A number of previous and current studies include evaluation of risks to the general public associated with nuclear power plants operation. Techniques used in these studies as well as their conclusions about public risks can be used as a starting point to conduct sensitivity studies aimed at the evaluation of the relative impact of proposed safety requirements on the overall risk to the public.

OBJECTIVE The objective of this project is to identify and rank systems and event .

sequences according to their contribution, to the overall frequency of core celt, and .to some measure of risk.

WORK REQUIREMENTS Task: Determine systems and event sequences with significant contribution to core melt / risk.

Estimated level of effort: 1.8 staff years.

For each plant PRA study, Conduct sub-tasks a. through e. For each plant PRA study, show review results (including estimates of associated uncertainties) of sub-tasks d. and e. Integrate the results of all 12-15 reviews into a final report with detailed interpretation.

Subtasks:

Subtask a. - Review IREP studies and RSSMAP to determine the event sequences with significant contribution to the overall frequency of core melt. The review should focus on porcions of the IREP studies and RSSMAP not previously examined under FIN A1297. (Also identify the high risk contributors whenever such information is available.) Where preliminary data and/or results are utilized, the report should so indicate.

Subtask b. - Upgrade the methodology developed during contract covering FIN A1297 by taking advantage of experience gained during that contract.

= A total of 12-15 plant PRA studies will be reviewed assuming that this number of studies is made available in adequate form for analyses before the end of FY82. Candidate st_udi.es for_ FY82 are: Grand Gulf, Crystal River, Sequoyah,

Funding authorizition in the amount of $90,000 to begin work imediately on the enclosed Statement of Work, which has been discussed with Mr. Hickman of Sill, is provided herein. The balance of funds required for project completion will be provided incrementally after receipt of an acceptable proposal.

Standard terms and conditions for flRC work, as provided in the DOE /NRC Memorandum of Understanding of February 24, 1978, and described in tiRC Manual Chapter 1102, should be used as the basis for preparing a proposal. If a portion of this work is to be subcontracted, it is required that Slll have a professional assigned to the contract who is qualified to defend the results.

2. Upon completing reviews of all the plant specific PRA studies, st.bmit a final report in NUREG format which provides a comparative analysis of all the evaluated studies and details overall results and conclusions.
