REVISION TO DE FIN PLAN In accordance.with the procedures for processing modifications to approved FIN plans, I am providing a justification for adding a new program to the DE technical assistance plan (FIN A3720). This program will provide assistance

> in conducting the Independent Design Verification Program (IDVP) of the Diablo Canyon Nuclear Power Plant. Specifically, BNL will provide the NRC staff _

.with the results of detailed calculations on seismic response of various structures, systems and components. BNL will also evaluate technical

~ reports and particip' ate in meetings concerning the IDVP.

The.FY-83' funds for this program should be reprogrammed as.follows:

The impact of reprograming these funds is minimal since some of the work on ,

both of the new centracts (A3723 and A3710) vd11 slip into FY-84 due to de-layed start. dates. As a result, we request reprograming of the identified funds _to this new program. Attached are revised PIDS to document the actions.

Our evaluation of these studies have demonstrated the need for the development of a methodology and a data base to reduce the large uncertainties in such assessments.

. Few organizations have personnel with the. combined required background and experience in fire analysis, nuclear st.fety and NRC fire protection guidelines.

In addition, we do not know of any private organizations that have experience ~

in PRA and fire protection ' activities that wouldnot have a conflict of interest.

- The-fire" risks are concerned with safety and shutdown systems-tosses ~that-result from potential fires at nuclear facilities. Brookhaven has performed fire protection and alternate shutdown rev'iews for us in the past and is one of the DOE organizations that has PRA experience. Therefore, Brookhaven was selected for this effort.
