Sandia Technical Assistance to the Division of Safety Technology, NRR, " Determination of Event es Contributing to Overall Frequency of Core Melt" The enclosed NRC Form 173, " Standard Order for DOE Work," is hereby submitted in accordance with Section III'.B.2 of the 00E/NRC Memorandum of Understanding dated February 24, 1978.
FY 1982 funding authorization in the amount of $90,000 was transmitted by memo dated April 1982,$65,000 was transmitted on August 18, 1982, $10,000 was transferred from FIN A-1295 to A-1298 on September 28, 1982, and $15,000 on February 1,1983. A revised proposal, dated March 15, 1983, responding to requests contained in the August 1982, September 1982, and Fcbruary 1983 memos was received on May 19, 1983.
The revised proposal is unacceptable as it does not accurately reflect work on this contract to date and the request for additional funding does not correspond to the stated decrease in level of.
effort. The details of our non-acceptance were discussed and clarified in a telephone conversation with T. A. Wheeler of SNL on May 23, 1983.
The purpose of this letter is to notify SHL of the unacceptability of the 3/15/83 proposal, to modify the Statement.of Work, and to transmit FY 83 funds in the amount of $20,000.
FY 83 incremental funds will be provided upon receipt of an acceptable proposal which should rectify inaccuracies in the 3/15/83 l
revised proposal and include SNL's proposal for work identified in this modifica-tion to the Statement of Work.
Please submit a revised proposal containing, as a minimum, the information set forth in Enclosure 2, Proposal Content, in the format of the Statement of Work within 30 days to:

If a portion of this work is to be subcontracted, approval by me in writing is required before initiation of any subcontractor effort.
