APR 4 3993 MEMORANDUM FOR: Bernard L. Grenier, Technical Assistance Program Manager Technical Support Branch Planning and Program Analysis Staff, NRR FROM: Benjamin Buchbinder, Chief Transportation and Materials Risk Branch Division of Risk Analysis, RES

SUBJECT:

REVIEW 0F NRR TECHNICAL ASSISTANCE PROPOSAL, RELIABILITY ENGINEERING AND RISK ASSESSMENT FOR FIRE EVENTS (FIN A3710L I-reviewed-subject proposal-with regard 10 unwarrented dupTfchtfon~ of sTfdrt- ~ ~

in relation to the DRA Fire Risk Analysis Program. Of the four project objec-tives, only objective (ii), " establish a methodology and data base for prob-alistic assessment of fire events," represents an area of potential overlap.

However, in my judgment, this overlap is not major, and it is justifiable, mainly because the overall project objectives are different, and the NRR emphasis in methodology assessment (proposal task II 3) lies in short term results rather than in long term methods development as is the case in the . _

RES/DRA work.

Continual coordination between these efforts would be useful, in order that we may share knowledge and fine tune the content'of the respective projects.

I am gratified that Dennis Kubicki, CEB, has been assigned to perform liaison with our program, and serve on our esearch review group when it is formed.

-We in turn are prepared to assist NRR in providing an RES perspective to NRR fire projects.
