The purpose of the Scope of Services delineation is to identify anticipated environmental impacts from various agencies and concerned entities so that proper resources can be applied in the Environmental Assessment process. The ) Scope of Services delineation process will also determine appropriate altematives to be evaluated. Your agency responded to a Draft Environmental Statement conceming the Russellville ] Municipal Airpon relocation in August 1980 (see enclosed letter). At that time, the i concems expressed about the relocation of the Russellville Municipal Airpon were in regards to the mnway aligned with the Arkansas Nuclear One nuclear power plant located approximately 6.5 miles to the northwest of the proposed t2rpon site. We f m completed a Site Con)irmation Study and Master Plan that reorients the runway (to a 70*/250' orientation) and shifts the site 1-1/2 to 2 miles east. This letter is to solicit your input for the Environmental Assessment Scope of Services delineation process. The enclosed material provides the location and schematic airpon layouts for seven potential airport sites identified in a 1977 Site Selection Study, as well as the sponsors preferred airport site. The Environmental Assessment will evaluate, at a minimum,1) the Do Nothing Altemative (keep the existing site as it presently exists),2) expand the existing site, and 3) develop a new site (the Sponsor's preferred site). Dear Mr. McBride:
We have reviewed the revised Draft Environmental Statement concerning the Russellville Municipal Airport relocation. Our review indicates that,the selected site for airport relocation (Site 7 in the environmental state-ment) has the proposed 6000 ft runway aligned with the Arkansas Nuclear One nuclear power station. We estimate that the projected general aviation traffic (24500 annual operations by 1996) will increase the probability of an aircraft crash on the nuclear power station structures to a level considered to be marginally acceptable by the NRC staff in the normal safety review of nuclear power plant license applications. Previous staff analyses of aircraft impacts on plant structures indicate that crashes in-volving light sircraft are not expected to produce significant damage to typical nuclear plant structures. Our concern, however, is that the presence of a 6000 ft runway, coupled with the commercial growth potential of the area, could lead to future airport expansion and the possible introduction of com-mercial aircraft using the airport. Impacts from larger jet aircraft, and concercial type aircraft in particular, could result in significant plant danag'e and the possible release of airborne radiation to the extent that 10 CFR Part 100 dose guidelines may be exceeded. The above considerations indicate that the proposed airport relocation has the potential for becoming a hazard to the operation of the nearby nuclear power station and, hence, can pose an undue risk to the health and safety of the public in the area. We request that the proposed 6000 ft runway be realigned, so that its extension is well away from the nuclear power station. A!; a minimum, a revised runway orientation should be no less than 30 degrees from the' direction of the nuclear power station.
