Arkansas Nuclear One - Unit 1 Dccket No. 50-313 License No. DPR-51 Additional Information Regarding IE Bulletin 80-04 Gentlemen:

Your letter dated April 21, 1982, (1CNA048214) requested more information regarding IE Bulletin 80-04, " Main Steam Line Break With Continued Feedwater Addition." Specifically, your questions concerned the possibility and consequences of continued feedwater addition to the affected steam generator after a main steamline break.

The analysis provided you in our original response (0CAN058012) did consider the effects of concern. Although not explicitly stated in that response, an assumption in the "no operator action" case was the failure of SLBIC. SLBIC automatically isolates main feedwater thus its failure assumed the isolation did not take place. The assumption of "no operator action" was made to preclude manual isolation of main feedwater by the operators. (It thould be noted that not all B&W plants were designed with SLBIC system thut manual isolation of main feedwater was the only isolation means available. As such, B&W maintained the "no operator action" assumption in all analysis to generically bound all plants.)

Given this additional information, we believe our previously provided analysis addresses your concern.
