My March 1.-1989 response to Violation 50-414/86-18-01 concerning failure to-lock valves as specified in applicable operating procedures, stated Catawba was evaluating the use of a more substantial locking device for.these type.

of valves and the final approval process for this modification:vas in-progress. I also stated that based on the expected July, 1989 delivery date-for necessary parts, installation of the locking mechanism on all applicable valves outside Containment would be completed by the end of August, 1989.

.Due'to the inaccessibility of valves in Containment, all locking mechanisms would be installed by the end of the next Unit 2 refueling outage-(approximately August, 1990).

This-modification has been approved, however, the necessary parts will not-be-'on site until October, 1990. Installation of the locking mechanism on

,all valves outside of Containment will be completed by the end of March, 1991.

Due to inaccessibility of valves inside Containment, we will complete all L

corrective actions'and be in full compliance when an outage of adequate l duration allows for implementation. During each shutdown, based on system L load demands, we will install as many devices as time permits. The expected' L date of full compliance will be no later than- the end of the next Unit 2 i . refueling outage'(approximately November, 1991).
