SUMMARY OF TELEPHONE CONFERENCE CALL HELD ON FEBRUARY 6, 2012, BETWEEN THE U.S. NUCLEAR REGULATORY COMMISSION AND STP NUCLEAR OPERATING COMPANY, REGARDING NRC MANAGEMENT CONCERNS ON OPEN ITEMS, FOR THE SOUTH TEXAS PROJECT, UNITS 1 AND 2, LICENSE RENEWAL APPLICATION (TAC. NOS. ME4936 AND ME4937) The U.S. Nuclear Regulatory Commission (NRC or the staff) and representatives of STP Nuclear Operating Company (STPNOC or the applicant) held a telephone conference call on February 6, 2012, to discuss NRC Management concerns related to the status of open items for the Safety Evaluation Report (SER), for the South Texas Project, Units 1 and 2, license renewal application. The telephone conference call was a followup to a similar call on November 28, 2011, and was useful in clarifying the status of open items, the impact they can have on completion of the SER under the current schedule, and methods to expedite response turnarounds. Enclosure 1 provides a listing of the participants and Enclosure 2 contains a summary of the discussion, including discussion of holding a periodic conference call to facilitate the resolution of items. The applicant had an opportunity to comment on this summary. The participants indicated that the call was useful in clarifying the questions discussed. Discussion; The staff and the applicant discussed the following: The staff explained its management concerns related to having a successful path forward for closure of the open issues currently affecting the STP license renewal "SER with Open Items," which the staff is currently compiling. The staff indicated that the current list stands at 22 open issues, most of which have an associated RAI, and that many of them are related to followup questions reflecting an earlier incomplete response by the applicant. Staff explained that the ACRS subcommittee meeting cannot be held with more than 10 open items. If the list of open items does not get reduced to a more manageable number, then the SER issue date and ACRS Subcommittee meeting would have to be pushed out and rescheduled for later dates. Staff and the applicant discussed possible methods of expediting response turnaround, and agreed that a weekly status call could be put in place, so that the status of all issues could be tracked in a timely manner, and could be relayed either from the staff to the applicant, or from the applicant to the staff, in order to establish clearer communications regarding what is needed in order to close out particular items.
