The U.S. Nuclear Regulatory Commission (NRC or the staff) and representatives of STP Nuclear Operating Company (STPNOC or the applicant) held a telephone conference call on September 28, 2011, to discuss and clarify the staff's request for additional information (RAI) concerning the South Texas Project Units 1 and 2 license renewal application. The telephone conference call was useful in clarifying the intent of the staff's RAls. provides a listing of the participants and Enclosure 2 contains the draft RAI, along with a summary of pertinent points of the call.

REQUEST FOR ADDITIONAL INFORMATION STP NUCLEAR OPERATING COMPANY LICENSE RENEWAL APPLICATION DISCUSSED ON CONFERENCE CALL SEPTEMBER 7,2011 Draft RAI B2.1.28-4 ASME Code,Section XI, IWL Program (042)

Background:

Generic Aging Lessons Learned Aging Management Program (AMP) XI.S2, "ASME [American Society of Mechanical Engineers Boiler and Pressure Vessel Code] Section XI, Subsection IWL," program element 10, "operating experience," recommends that STP Nuclear Operating Company's (STPNOC or the applicant) AMP implementation of Subsection IWL is to be performed as required by Title 10 of the Code of Federal Regulations Part 50.55a throughout the operating licensing period. The Article IWL-2400, "Inservice Inspection Schedule" of ASME Code,Section XI provides the containment exterior concrete surface examination frequency at 1, 3, and 5 years following the completion of the containment Structural Integrity Test (SIT) and every 5 years (+/- 1 year) thereafter.

Issue:

The applicant issued CR-10-1717106 on June 6,2010, acknowledging that the requirement to perform containment exterior concrete surface examination on a 5-year frequency was not met on Unit 2. The last containment exterior concrete surface examination was completed on February 9, 2004. Based on the review of License Renewal Application (LRA) AMP B2.1.28, the U.S. Nuclear Regulatory Commission (NRC or the staff) is unable to confirm whether the ASME Code,Section XI requirements related to inspection frequencies have been incorporated into the applicant's program.

Request:

Explain how this issue was addressed to meet the 2004 ASME Code requirement, and which procedures were revised to incorporate the code requirements for examining the containment exterior concrete surface every 5 years (+/- 1 year) for both units. In addition, explain how this requirement will be incorporated in-detail into LRA B2.1.28, "ASME Section XI, and Subsection IWL."

Discussion:

Staff and the applicant discussed this request for additional information. The applicant stated that the desired 5-year inspection frequency for each unit is currently in place in the LRA, Section B2.1.28, under the applicant's discussion and resolution of Information Notice (IN) 90-04. The LRA, on page B-91, states that both units will be inspected every 5-year period.

This explanation was acceptable to the staff, and therefore, draft RAI B2.1.28-4 is dropped from consideration.
