SUMMARY

OF APRIL 21, 2020, TELECONFERENCE WITH STP NUCLEAR OPERATING COMPANY TO DISCUSS A LICENSE AMENDMENT REQUEST TO REVISE THE EMERGENCY PLAN FOR SOUTH TEXAS PROJECT, UNITS 1 AND 2 (EPID L-2020-LLA-0057)

On April 21, 2020, a Category 1 public teleconference was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of the STP Nuclear Operating Company (the licensee). The purpose of the meeting was to discuss NRC observations on a license amendment request (LAR) dated March 30, 2020 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML20090B745), to rebaseline the South Texas Project (STP), Units 1 and 2 Emergency Plan. The meeting notice and agenda, dated April 9, 2020, are available in ADAMS at Accession No. ML20100M444. A list of attendees is enclosed.

The NRC staff compiled observations regarding the LAR in preparation for the meeting (ADAMS Accession No. ML20107J548). The NRC staff identified two types of observations (1) issues that potentially would require supplemental information to address, and (2) proposed changes in the LAR that undercut the NRC basis for approving changes in the emergency response organization (ADAMS Accession No. ML18159A212). During the meeting, the NRC staff and the licensee discussed each of the observations. The licensee indicated that it would supplement the application to address the observations, so the discussions focused on the level of information needed for the LAR to be accepted.

Several members of the public called into the meeting but provided no comments. No regulatory decisions or commitments were made at the meeting. Additionally, the NRC staff did not receive Public Meeting Feedback forms.
