SUMMARY

OF DECEMBER 3, 2019, TELECONFERENCE WITH STP NUCLEAR OPERATING COMPANY TO DISCUSS A PROPOSED LICENSE AMENDMENT REQUEST TO REVISE THE EMERGENCY PLAN FOR SOUTH TEXAS PROJECT, UNITS 1 AND 2 (EPID L-2019-LRM-0084)

On December 3, 2019, a public teleconference was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of the STP Nuclear Operating Company (the licensee). The purpose of the teleconference was to discuss a proposed license amendment request (LAR) to rebaseline the South Texas Project (STP), Units 1 and 2 Emergency Plan (1) to align with guidance in draft NUREG-0654/FEMA-REP-1, Criteria for Preparation and Evaluation of Radiological Emergency Response Plans and Preparedness in Support of Nuclear Power Plants, Revision 2 (NUREG-0654) (Agencywide Documents Access and Management System (ADAMS) Accession No. ML14163A605) and (2) to revise some augmented emergency response organization positions. The meeting notice and agenda, dated November 14, 2019, are available in ADAMS at Accession No. ML19318D197. A list of attendees is enclosed.

The licensee presented informational slides at the meeting (ADAMS Accession No. ML19326A007). During the meeting, the licensee described (1) the applicable regulatory requirements and guidance, (2) the proposed changes to the emergency plan, (3) the submittal scope, and (4) the schedule.

The NRC staff and the licensee discussed the above topics. The discussions included the appropriate use of draft NUREG-0654, Revision 2, since it is only draft guidance. The NRC staff noted that draft NUREG-0654, Revision 2 may be finalized in the next several months.

Considering that NUREG-0654, Revision 2 is not currently finalized, the NRC staff recommended the proposed LAR identify and justify any changes from the current emergency plan.

One member of the public called into the teleconference and had no comments. No regulatory decisions or commitments were made at the meeting. No public meeting feedback forms were received.
