SUMMARY

OF SEPTEMBER 14, 2020, PRESUBMITTAL TELECONFERENCE WITH STP NUCLEAR OPERATING COMPANY REGARDING A PROPOSED LICENSE AMENDMENT REQUEST TO REVISE THE MODERATOR TEMPERATURE COEFFICIENT SURVEILLANCE REQUIREMENT FOR SOUTH TEXAS PROJECT, UNITS 1 AND 2 (EPID L-2020-LRM-0080)

On September 14, 2020, a Category 1 presubmittal public teleconference was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of the STP Nuclear Operating Company (the licensee). Staff from the Pressurized Water Reactors Owners Group and member organizations also called into the teleconference. The purpose of the meeting was to discuss a proposed license amendment request (LAR) to revise the moderator temperature coefficient (MTC) surveillance requirement (SR) for South Texas Project, Units 1 and 2 (STP).

The meeting notice and agenda, dated September 2, 2020, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML20246G813. A list of attendees is enclosed.

The licensee presented informational slides at the meeting, which can be found in ADAMS at Accession No. ML20248H532. During the meeting, the licensee provided background information on the proposed revised MTC SR, the need to revise the SR, and the proposed change to the SR. The proposed change would allow the beginning of life and end of life (EOL)

MTC be verified by procedure instead of being measured. The proposed change would remove the reference to a particular procedure for verifying EOL MTC from the STP technical specifications (i.e., WCAP-13749-P-A, Safety Evaluation Supporting the Conditional Exemption of the Most Negative EOL Moderator Temperature Coefficient Measurement). The NRC provided feedback on topics to consider addressing in the proposed license amendment request, including describing the information collected on the MTC used to support a verification procedure and describing how using a procedure to verify the MTC versus measuring the MTC provides comparable assurance of the MTC. The licensee indicated that it would consider the topics.

No members of the public called into the meeting. No regulatory decisions or commitments were made at the meeting. Additionally, the NRC staff did not receive Public Meeting Feedback forms.
