SUMMARY

OF FEBRUARY 6, 2020, MEETING WITH STP NUCLEAR OPERATING COMPANY TO DISCUSS A PROPOSED LICENSE AMENDMENT REQUEST TO REVISE THE EMERGENCY PLAN FOR SOUTH TEXAS PROJECT, UNITS 1 AND 2 (EPID L-2020-LRM-0004)

On February 6, 2020, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of the STP Nuclear Operating Company (the licensee). The purpose of the meeting was to discuss a proposed license amendment request to rebaseline the South Texas Project, Units 1 and 2 Emergency Plan (1) to align with guidance in NUREG-0654/FEMA-REP-1, Criteria for Preparation and Evaluation of Radiological Emergency Response Plans and Preparedness in Support of Nuclear Power Plants, Revision 2 (hereafter referred to as NUREG-0654), dated December 2019 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML19347D139); (2) to revise some emergency response organization positions; and (3) to revise emergency plan functions and descriptions. The meeting notice and agenda, dated January 22, 2020, are available in ADAMS at Accession No. ML20034E852. A list of attendees is enclosed.

The licensee presented informational slides at the meeting, which can be found in ADAMS at Accession No. ML20034E819. During the meeting, the licensee described (1) the applicable regulatory requirements and guidance, (2) the proposed changes to the emergency plan, (3) the submittal content, and (4) the schedule.

The NRC staff and the licensee discussed the above topics. The discussions included the options of aligning the emergency plan with NUREG-0654, Revision 2 or Title 10 Code of Federal Regulations Part 50, Appendix E, Emergency Planning and Preparedness for Production and Utilization Facilities. The NRC stated that licensees have produced emergency plans with various alignments. While an emergency plan that aligns with NUREG-0654, Revision 2 could facilitate NRC review, a licensee should develop an emergency plan that works for them and addresses the requirements. The discussions also addressed the documentation of changes from the current emergency plan. To support timely NRC review, sufficient justification should be provided for emergency plan changes that could not be reasonably considered as editorial.

No members of the public called into the meeting. No regulatory decisions or commitments were made at the meeting. Additionally, the NRC staff did not receive Public Meeting Feedback forms.
