The U.S. Nuclear Regulatory Commission (NRC or the staff) and representatives of STP Nuclear Operating Company (STPNOC or the applicant) held a telephone conference call on November 9, 2011, to discuss and clarify the staff's requests for additional information (RAls) concerning the South Texas Project, Units 1 and 2, license renewal application. The telephone conference call was useful in clarifying the intent of the staffs RAls. provides a listing of the participants and Enclosure 2 contains a listing of the RAls discussed with the applicant, including a brief description on the status of the items.

The applicant had an opportunity to comment on this summary.

SOUTH TEXAS PROJECT, UNITS 1 AND 2 REQUESTS FOR ADDITIONAL INFORMATION LICENSE RENEWAL APPLICATION NOVEMBER 9, 2011 The U.S. Nuclear Regulatory Commission (NRC or the staff) and representatives of STP Nuclear Operating Company (STPNOC or the applicant) held a telephone conference call on November 9, 2011, to discuss and clarify the following requests for additional information (RAls) concerning the license renewal application (LRA).

The participants indicated that the call was useful in clarifying the questions discussed.

SBPB-2-1 The parties discussed the apparent conflict with the information in LRA Section 2.1.2.2 and NEI 95-10 Appendix F, regarding whether nonsafety-related SSCs directly attached to the Auxiliary Feedwater Storage Tank (AFST) are within the scope of license renewal or not, as described in the LRA. The applicant indicated that the answer may already be in the works, as a response to RAI B2.1.18-1 a, in RAI set 4; the applicant indicated that this response should be sent to the staff by early in the week of November 14, 2011. The staff agreed to review this response and will issue RAI SBPB-2-1 if more information is required.

SBPB-2-2 The parties discussed the status of the reactor makeup water storage tanks' floating seals. The staff explained its position that using an oxygen level measurement in the makeup water as a basis for replacing the seals is a "performance based" approach, and that it is not the equivalent of "a qualified life or specified time period" called for in 10 CFR 54.21{a)(1)(ii) and NUREG 1800. The applicant agreed to re-evaluate its position on whether the seals should be subject to an AMR and to respond to the RAJ.
